I want to replace my main hard rive with an SSD drive. I backed up my main hard drive but if I install the new SSD drive there is no way to boot my computer. Why isnt there a way to create a bootable CD?

Yes, there is, and you can find it under the Tools menu.
You can select if you want to create a rescue medium on a USB drive or CD/DVD.
